CSP - Cyclic Shift Puzzle

This is a puzzle recreation that is just like the household of sliding block/tile puzzles.
The consumer slides tiles vertically or horizontally to sort numbers.
The aim of the game is to rearrange numbers sequentially from the top-left to the bottom-right, like the 15-puzzle.
The tile pushed out from an edge of the sport board is pushed in from the alternative edge.
The motion is similar to Cyclic Shift / Circular Shift / Rotate known as a machine instruction.
Counts of row and column are chosen from 2 to 9.
Counts of shuffle are selected from 0 to 99.
The shuffle motion is applied as a vertical or horizontal cyclic shift.
It is reversible. Thus any tile placement after shuffles could be solved.
When the board dimension and shuffle counts are massive, the puzzle turns into difficult.
Please try it with small values at first.
